I. FUNCTIONS AND RESPONSIBILITIES
1. Performing personnel management tasks:
Based on laws, policies of authorized agencies and guidance of the principal, advise the principal on the organizational structure, machinery, and operation regulations of the school. Perform personnel management tasks, arrange and allocate personnel based on their positions and job standards. Conduct research and propose training and personnel development plans. Develop a long-term and annual human resource plan to meet immediate and long-term needs.
Coordinate with departments, faculties, and centers to develop regulations on position standards for approval by the principal.
Develop and implement annual recruitment plans according to approved plans; draft contracts and related documents for labor management and use.
Help the Principal organize and summarize the school’s competition movements, prepare preliminary reports, summarize the overall activities of the school as required by the Ministry of Culture, Sports and Tourism and the Department of Education and Vocational Training – the Ministry of Labor, War Invalids and Social Affairs. Carry out procedures for awarding prestigious titles of teachers, positions of lecturers, main lecturers, specialists, and main specialists.
Monitor and oversee the implementation of work programs by units, keep abreast of the situation and suggest operational measures, deal with specific incidents that occur in the school. Mediate, coordinate work between units, schedule work activities, and take minutes for meetings chaired by the Board of Directors. Perform the internal political protection task well.
2. Carry out Financial and Accounting Tasks:
Implement unified management of the financial and accounting regulations of the School in accordance with the regulations and policies of the law. Plan the revenue and expenditure of the School annually and quarterly in accordance with the guidance of the Principal and instructions from higher authorities.
Organize the collection and expenditure of allocated funds, student and other fees in accordance with the provisions of the government. Prepare quarterly and annual financial statements in accordance with the financial accounting regulations of the government, balancing revenue and expected expenses in accordance with the characteristics of the School’s activities.
Advise the Principal on the financial and accounting tasks to meet the development projects of the School in the short, medium and long term.
Organize the review of spending on funds, equipment, and materials by all departments in the School and carry out regular assessments of technical equipment and assets, proposing remedial measures in accordance with government regulations and the guidance of the Principal.
Comply with reporting financial regulations in accordance with relevant government agencies.
3. Administrative and Management Tasks:
Organize work to ensure that equipment, materials, classrooms, sound, lighting, etc. needs are fully and timely met and to ensure that the activities of the school are carried out according to plan.
Plan and propose repairs, purchases of technical equipment after consultation with relevant departments to report to the Headmaster for approval.
Organize maintenance, cleaning, preservation of technical equipment in the school, serving the needs of teaching and working units.
Conduct office work, printing, management of seals, hygiene work, serving, and medical care. Organize the implementation of administrative management procedures to ensure that the school operates smoothly, continuously, and effectively.
Organize the pick-up and drop-off of professors and teachers, officers for work assignments as planned by the Headmaster; organize the service of ceremonial events of the school.
Organize the regular security and safety task, maintain order within the school.
4. Perform other assigned tasks by the principal.
